OFF-DUTY OFFICER INVOLVED IN NORWOOD YOUNG AMERICA SHOOTING

The Carver County Sheriff’s Department responded to a shooting call around 2:40 a.m. Friday at a Kwik Trip in Norwood Young America. The shooting involved an off-duty McLeod County Deputy and a customer.  It is unclear who shot first or what the injuries were. The BCA is currently investigating the incident. A critical question in any fact-pattern like this is whether the officer was acting “under the color of law” at the time, which will dictate whether a civil rights action is available if the shooting is deemed unreasonable.
